Abstract
The study showed that the purposes of Sharia is one of the basic data on which the Mujahideen are based on knowledge of the provisions of the novelties and concessions that are not stipulated in the ruling or unanimously agreed upon. Accidents of time and conditions, and to know and distinguish what is legitimate and consistent with what the street wanted and what he intended from the legislation of the provisions, and what is far from that, as the study highlighted the role of Makassed ijtihad in addressing incidents and developments of the times.
