Abstract
The personality of the ruler has a great influence on the politics of the country and the way of administering the government, as Othman, may Allah be pleased with him, said: “Allah prevents misdeeds through the Sultan more than through the Qur’an.” Therefore, the character of Dhul-Qarnayn was a distinguishing mark that distinguished him from other rulers. Therefore, Allah Almighty set him as an example of a just king. He was his distinguished and fair personal qualities, educated and knowledgeable, and was active in all areas that served his people and maintained power and prestige. In this research, I dealt with political thought through the behaviors and legitimate political stances of this just king who ruled the land from the east to the west. The Qur’an called him Dhul-Qarnayn, as his story was mentioned in Surat Al-Kahf: “And they ask you, [O Muhammad], about Dhul-Qarnayn. Say، "I will recite to you about him a report” The research included legal political positions adopted by Dhul-Qarnayn with the three peoples who were mentioned in the Qur’an in Surat Al-Kahf. This remembrance was followed by lessons and wisdom directed at rulers and princes through the positions of Dhul-Qarnayn and the method of distorting the rule over the entire earth. This research concluded with good governance and the rational society that Islam wants.
