Abstract
The legal rulings evolve with the development of accidents and they differ in different places and times, and from the blessings of God Almighty we have to make the Holy Qur’an a clarification of everything, then follow the Prophet’s Sunnah with clarification, detail and affirmation. From other non-Islamic countries, and the situation differs in the composition of the country between the present and the past, after the country’s development into states that have political and geographical boundaries. Islamic countries that have many names with different borders that separate them from others have a specificity that can be gathered by defining them as the countries in which the rule is for Muslims. Islamic beliefs appear in them and practiced by the population, along with their various rituals, openly. They are partly represented in the present time by the Organization of Islamic Cooperation, although its effects are weak, but it is considered a seed of good for the collective voice of Muslims in the world, and because the Islamic religion is one of its realistic characteristics, it is imperative that the rulings between these countries be organized in The various fields according to the reality in which we live, provided that we do not fall into the forbidden contradicting the noble Sharia approach. J detailing how to resolve ongoing conflicts within the periphery of Islamic countries and achieve reconciliation as a legitimate duty on Muslims to address the causes of conflict, or by effective intervention from other Islamic countries and release prisoners, and to respond to the aggression of the offending universities, and this conflict is not permissible with the help of non-Muslims on Muslims, because in This is the focus of the non-Muslim on the Muslim, and this is forbidden.
